这里为何不可以用to be visited?
现代英语有个原则，可以用主动式时就不需要被动式。在英语中高频率用的一些表述如游览一个地方时，当不定式作后置定语修饰名词时，一般用主动形式，如：China has a lot of beautiful cities to visit. 假如用there be 结构时，被动式多见些。如：There are a lot of beautiful cities to be visited in China. 但place 更倾向于跟不定式主动形式，无论是不是是there be 结构。假如你查语料库，place to be visited也有，仅有两个例句, place to visit就不少了。
